Introduction
The National Single Window
is an initiative by the Malaysian Government , lead by the Ministry of
Finance (MOF).
The National Single WIndow
(NSW) is an
electronic system that enables secured, safe and efficient electronic
exchange of trade-related documents through a single point of entry in
order to expedite the smooth flow of information of goods either for
import, export or transit.
The NSW is:-
- a single submission of data and information;
- a single and synchronous processing of data and
information; and
- a single decision-making for Customs release and
clearance.
The
NSW allows
seamless interconnectivity with a single entry point to fulfill all
import, export and transit-related regulatory requirements. Trade and
logistics community can look forward to a simplified and standardized
process for submissions of declarations and applications to the various
authorities.
The importance of the NSW
- Improve competitive
edge for Malaysia in the international arena;
- Increase
domestic investment and attract more foreign investment;
- Improve
the efficiency of cargo release;
- Create
a more transparent business environment;
- Adapt
to new approaches of doing business;
- Improve
international business links and connectivity; and
- To
support the operation of ASEAN Single Window (ASW) as per commitment in
the ASEAN Single Window Agreement and Protocol.
The benefits of the NSW
With the NSW, the trade and
logistics
community will have the benefit of simplified and seamless trade
transactions through a single interface. The Single Sign-On
feature enables one single singing into multiple applications. Data re-usability
allows re-use of the same data for multiple applications; on-line status tracking
facilitates the tracking and tracing of consignment and the use of
international standards
ensures compatibility and interoperability between systems connecting
to NSW.

The
National Single Window Services
The first phase of the NSW
provides the following services:-
- Electronic
Declaration
- an electronic service that facilitates the
preparation and submission of electronic declarations.
- Electronic
Customs Duty Payment - an electronic funds transfer
service that enables preparation and submission of Customs
Duty.
- Electronic
Manifest
- a shipping community
system that allows port users, i.e. the
principal shipping agents and shipping agents to submit
CustomsConveyance Report and Customs Cargo Report to the respective
Authorities.
- Electronic
Permit
-
an electronic application of import/export permits that enables
importers and exporters to apply for permits from relevant
permit-issuing agencies and obtain approval online.
- Electronic
Preferential
Certificate of Origin
- an electronic
application of preferential certificate of origin
(ePCO) that enables exporters to apply from MITI and obtain approval
online.
